RESOLUTION 1031 (1997)
A RESOLUTION CREATING A LOCAL IMPROVEMENT DISTRICT
FOR NORTH 13th AVENUE
WHEREAS, The Union County Public Works Department will provide material, equipment
and personnel to chip-seal City streets at cost, and;
WHEREAS, The property owners/contractor have properly prepared that portion of
North 13th Avenue, and;
WHEREAS, The City Council has determined that an improvement district is beneficial
to the property owners and the City.
NOW THEREFORE BE IT RESOLVED, that:
1) There is hereby created North 13th Avenue Improvement District 1997, for
the purpose of constructing a chip-sealed surface on a portion of North 13th Avenue
in accordance with the specifications of the City, by the Union County Public Works
Department.
2) The District is defined to be inclusive of all tax lots that adjoin North 13th
Avenue from the North line of Hartford Street to the North terminus of 13th Avenue,
approximately 470 feet. A list of all tax lots and owners of record included within
the District, is contained in the report prepared for the purpose of this improvement
district.
3) A portion of the cost of the improvements is assessed to the owners of
properties specifically benefitted thereby. The assessments are made on the basis of
street frontage of the properties on the improved street as described above.
Adjustments may be made by the Council in consideration of the relative benefit to
specific properties owing to unique circumstances.
4) A Hearing before the City Council on the said improvement district shall be
held at the regular Council meeting on June 10, 1997 at 7:25 pm in the Elgin
Community Center.
5) The City Recorder is hereby directed to deposit in the mail, not less than
ten (10) days prior to the hearing, a notice of the hearing containing the information
required by the City ordinances and addressed to the owner of record of each lot to
be assessed in the improvement district.

Report for: North 13th Avenue Improvement District 1997
The purpose of the Improvement District is to improve a portion of North 13th
Avenue by chip-sealing the surface with three courses of chip rock. The Union
County Public Works Department will do the improvements at cost. The estimated,
cost based on last year's work, is $2.81 per frontage foot. It is proposed to assess
the properties specifically benefitted at the rate of $2.60 per frontage foot. The City
of Elgin will pay all additional costs of the improvements.
The District is defined to be inclusive of all tax lots that adjoin North 13th
Avenue from the North line of Hartford Street to the North terminus of 13th Avenue,
approximately 470 feet. The total estimated cost for 470 feet is $2,640. The total
amount assessed to property owners is tentatively $2,444.00 for 940 front feet.
A list of all tax lots and owners of record included within the District, is
contained in the report prepared for the purpose of this improvement district.
