CITY OF ELGIN, OREGON
                     RESOLUTION  1009 , 1996


               A RESOLUTION SELECTING A CONTRACTOR
       TO INSTALL A CONTROL SYSTEM FOR CITY WELLS 2 AND 3

WHEREAS, Resolution 1008 (1996) declares an exemption to the public bid process
for installing a control system for wells 2 and 3, and;

WHEREAS, The common council of the City of Elgin has reviewed a proposal
submitted by Gordon's Electric and Heating of Pendleton, and;

WHEREAS, The proposal submitted provides that the public interest is protected;

NOW THEREFORE BE IT RESOLVED,  That the proposal submitted by Randy
Leonard of Gordon's Electric and Heating, Pendleton, OR is hereby accepted, and
said contractor will be contracted to design, construct, install and setup a
control system to automatically operate City Wells 2 & 3 with the objective of
minimizing the operation of Well 4 and reducing the service requirements of all
City wells.

PASSED AND ADOPTED this 11th day of June 1996.
