12.04.010 Definitions.
In this chapter, names of additions shall refer to platted
additions and subdivisions of the city of Elgin, Union County,
Oregon; that streets, roads or highways running north and south
shall be known as avenues, and those running east and west shall be
known as streets. (Ord. 3-1950 par 1)
12.04.020 Division Street; Additional designations of streets
lying north and south.
The street and road heretofore known as Elgin-Weston Highway,
extending through Sommer's Addition, and White Street in Thompson's
Addition, and thence to and over "C" Street in Hindman's Addition,
be changed from said names of Elgin-Weston Highway, White Street and
"C" Street to Division Street, and that the streets and parts of
streets running north and south and lying north of said Division
Street be known by the additional designation of North, and that
such streets and parts of such streets lying south of said Division
Street be known by the additional designation of South. (Ord. 3-1950

12.04.030 Numbering.
In numbering the locations on the avenues running north and
south said numbering shall begin at the first location north of
Division Street with number 1, and continue consecutively northward
with odd numbers on the east side and even numbers on the west side,
and shall begin at the first location south of Division Street and
continue consecutively southward in the same manner. In numbering
the locations on the streets running east and west, such numbering
shall begin at the first location on a block at the Grande Ronde
River with number 1, and continue consecutively westward with odd
numbers on the north side and even numbers on the south side. The
numbering shall be so arranged that the numbers on the north and
south sides of each block shall correspond with the numbers in the
blocks north and south thereof, and the numbers on the east and west
sides of each block shall correspond with the numbers in the blocks
east and west thereof. All numbering of locations on all streets and
avenues shall allow one hundred (100) numbers per block. (Ord.

12.04.040 Names of north/south streets.
The names of the streets running in a northerly and southerly
direction shall begin with the first street west of Grande Ronde
River as First Avenue and continue numerically west to the west
boundary of the city and be called avenues, and when any street is
opened to the east of South Fifth Avenue or to the east of North
Third Avenue or to the west of Eighteenth Avenue, such street when
so opened shall be named in accordance with its numerical position.

12.04.050 Street name changes.
1. The name of Alder Street on the east boundary line of
Hindman's Addition is changed to North Third Avenue.
2. Proceeding in a westerly direction, Balm Street in
Hindman's Addition is changed to North Fourth Avenue.
3. That Spring Street on the east boundary line of
Stevenson's Addition, Elgin Addition and Northside Main Street
Addition is changed to South Fifth Avenue, and Oak Street in
Hindman's Addition is changed to North Fifth Avenue.
4. Alder Street in Stevenson's Addition, Elgin Addition and
Northside Main Street Addition is changed to South Sixth Avenue, and
Elm Street in Hindman's Addition is changed to North Sixth Avenue.
5. Ruck Street in Stevenson's Addition, Elgin Addition and
Northside Main Street Addition is changed to South Seventh Avenue,
and Spruce Street in Hindman's Addition is changed to North Seventh
Avenue.
6. The Wallowa Lake Highway adjoining South Elgin Addition
on the east, also heretofore known as Union Street, and Pine Street
in Stevenson's Addition, Elgin Addition and Northside Main Street
Addition, are changed to South Eighth Avenue, and Front Street in
Hindman's Addition is changed to North Eighth Avenue.
7. Proctor Street in South Elgin Addition and the street
adjoining Stevenson's Addition and Elgin Addition on the west are
changed to South Ninth Avenue, and Main Street in Hindman's Addition
is changed to North Ninth Avenue.
8. Snyder Street in South Elgin Addition and Elgin Street
in Hindman's Addition, south of Division Street as named in Section
12.04.020, are changed to South Tenth Avenue, and Elgin Street in
Hindman's Addition, north of Division Street as named in Section
12.04.020, is changed to North Tenth Avenue.
9. Main Street in South Elgin Addition and Pine Street,
south of Division Street as named in Section 12.04.020, in Hindman's
Addition, are changed to South Eleventh Avenue, and Pine Street in
Hindman's Addition, north of Division Street as named in Section
12.04.020, is changed to North Eleventh Avenue.
10. The street adjoining South Elgin Addition on the west
and Fir Street in Hindman's Addition, south of Division Street as
named in Section 12.04.020, are changed to South Twelfth Avenue, and
Fir Street in Hindman's Addition, north of Division Street as named
in Section 12.04.020, is changed to North Twelfth Avenue.
11. Grace Street in North Elgin Addition and in M. A.
Stevenson's Addition is changed to North Thirteenth Avenue.
12. Bond Street south of Division Street as named in Section
12.04.020, is changed to South Fourteenth Avenue, and Bond Street
north of Division Street as named in Section 12.04.020, and in North
Elgin Addition, and Florence Street in M. A. Stevenson's Addition,
are changed to North Fourteenth Avenue.
13. Spring Street south of Division Street as named in
Section 12.04.020, is changed to South Fifteenth Avenue, and Spring
Street north of Division Street as named in Section 12.04.020, and
in North Elgin Addition, and George Street in M. A. Stevenson's
Addition, are changed to North Fifteenth Avenue.
14. Stephenson Street in Thompson's Addition is changed to
South Sixteenth Avenue, and Pine Street in North Elgin Addition and
Virginia Street in M. A. Stevenson's Addition are changed to North
Sixteenth Avenue.
15. Thompson Street in Thompson's Addition south of Division
Street as named in Section 12.04.020, is changed to South
Seventeenth Avenue, and Thompson Street north of Division Street as
named in Section 12.04.020, and Spruce Street in North Elgin
Addition and Hattie Street in M. A. Stevenson's Addition, are
changed to North Seventeenth Avenue.
16. The street adjoining Sommer's Addition on the west is
named South Eighteenth Avenue.
17. Beginning with the streets on the south boundary line of
the city of Elgin, the street leading from South Eighth Avenue in a
southwesterly direction along the south boundary line of the city to
the cannery is named Canning Street.
18. South Street on the south boundary of South Elgin
Addition is changed to Juniper Street.
19. Fourth Street in South Elgin Addition is changed to
Inkwood Street.
20. Third Street in South Elgin Addition is changed to
Hemlock Street.
21. Second Street in South Elgin Addition is changed to
Gumtree Street.
22. First Street in South Elgin Addition is changed to Elm
Street.
23. Broad Street adjoining South Elgin Addition on the north
is changed to Dogwood Street.
24. Pine Street in Thompson's Addition, "F" Street in
Hindman's Addition and Alder Street bounding Stevenson's Addition on
the south are changed to Cedar Street.
25. The street north of Blocks 7, 8 and 9 in Sommer's
Addition, Church Street in Thomp-son's Addition, "E" Street in
Hindman's Addition and Pine Street in Stevenson's Addition are
changed to Birch Street.
26. The street in Sommer's Addition bounding Blocks 4, 5 and
6 on the north and Main Street in Thompson's Addition and the
extension to and including "D" Street in Hindman's Addition, and
Main Street in Elgin Addition, are changed to Alder Street.
27. "B" Street in North Elgin Addition and Hindman's
Addition and the extension thereof to Grande Ronde River, is changed
to Albany Street.
28. Wallowa Avenue in North Elgin Addition and Hindman's
Addition is changed to Baltimore Street.
29. "A" Street in North Elgin Addition and Hindman's
Addition is changed to Columbus Street.
30. Depot Street in North Elgin Addition and Hindman's
Addition is changed to Detroit Street.
31. The street extending from the junction of North Eighth
Avenue and Baltimore Street as named in this section in a
northeasterly direction adjoining the railroad right-of-way on the
east is named Depot Street, and the street beginning at the junction
of North Ninth Avenue and Columbus Street as named in this section,
and extending in a northeasterly direction adjoining the railroad
right-of-way on the west is named Railroad Street.
32. "A" Street between M.A. Stevenson's Addition and North
Elgin Addition is changed to Adele Terrace, and First Street in
Hind-man's Addition is changed to Evanston Street.
33. "B" Street in M.A. Stevenson's Addition is changed to
Beverly Terrace.
34. "C" Street in M.A. Stevenson's Addition is changed to
Carolyn Terrace, and Second Street in Hindman's Addition is changed
to Fresno Street.
35. "D" Street in M.A. Stevenson's Addition is hereby
changed to Dulcie Terrace, and Third Street in Hindman's Addition is
changed to Galveston Street.
36. "E" Street in M.A. Stevenson's Addition is changed to
Evangeline Terrace, and Fourth Street in Hindman's Addition is
changed to Hartford Street.
37. Crestone Avenue in Hug's Addition is changed to Irving
Street.
38. Deschutes Avenue in Hug's Addition is changed to Joliet

Chapter 12.08 PARADES AND PROCESSIONS

12.08.010 Parade permit.
A. Application for a parade permit shall be made to the
city recorder/administrator at least thirty (30) days before the
date of the parade, unless the time limit is waived by the city
recorder/administrator.
B. The application shall be signed by the person designated
as chairperson of the parade and shall include the following:
1. The name and address of the person responsible for
the parade;
2. The date of the parade;
3. The desired route, including assembling and
dispersal points;
4. The approximate number of persons, vehicles,
animals and/or other entrants;
5. The proposed starting and ending time.

12.08.020 Permit, Issuance or denial.
A. The city recorder/administrator shall issue a parade
permit conditioned on the applicant's written agreement to comply
with the terms of the permit, unless the city recorder/administrator
finds that:
1. The time, route and size of the parade will
disrupt the movement of other traffic to an unreasonable
extent;
2. The parade is of a size or nature that requires
the diversion of so great a number of law enforcement
officers to properly police the line of movement and
contiguous areas, that allowing the parade would deny
reasonable law enforcement protection to the city of
Elgin;
3. The parade will interfere with another parade or
other activity which has proper authorization;
4. Information contained in the application is found
to be false or a material detail has been omitted;
5. The state of Oregon Highway Division has denied
the issuance of a permit for any part of the parade that
goes upon a state highway;
6. The applicant refuses to agree to comply with the
conditions of the permit.
B. If one or more of the conditions listed in subsection A
of this section, other than in subdivision 6, exists, the city
recorder/administrator may include provisions in the permit that are
necessary to alleviate the conditions, including but not limited to:
1. Requiring an alternate date;
2. Requiring an alternate route;
3. Restricting the size of the parade.
C. The city recorder/administrator shall notify the
applicant within five days after receipt of the application.

12.08.030 Appeals.
A. If the city recorder/administrator proposes alternatives
or refuses to issue a permit, the applicant may appeal the decision
to the city council by filing a written request of appeal with the
city recorder/administrator within five days after the city
recorder/administrator has proposed alternatives or refused to issue
a permit.
B. The city council shall schedule a hearing of the appeal,
not later than the next regularly scheduled meeting of the city
council, and shall notify the applicant of the time and place of the

12.08.040 Parade offenses.
A. No person shall unreasonably interfere with a parade or
a parade participant.
B. No person shall operate a vehicle that is not part of a
parade between the vehicles or persons or other entrants in a
parade. (Ord. 2-1990 par 4)
12.08.050 Funeral processions.
A. No permit is required for a funeral procession.
B. A funeral procession shall proceed to the place of
interment by the most direct route that is both legal and practical.
C. All motor vehicles in the funeral procession shall be
operated with their lights on.
D. No person shall unreasonably interfere with a funeral
procession.
E. No person shall operate a vehicle that is not a part of
the procession between vehicles of a funeral procession.

12.08.060 Prohibiting parking.
If the chief of police deems it necessary to facilitate
traffic movement, the police department may place temporary "no
parking" signs along the parade route. (Ord. 2-1990 par 6)
12.08.070 Violation Penalties.
Violation of any provision of this chapter is punishable by a
fine not to exceed five hundred dollars ($500.00).
