CITY OF ELGIN
                   MINUTES FOR AUGUST 12, 1999

COUNCILORS PRESENT-           John Stover
                              Glenn Clark
                              John Braughton
                              Berta Churchill- Mayor

Call to Order
A special meeting was called to order at 5 PM by Mayor Berta
Churchill.

Carla Hubbard and Betty Farris, President & Vice-President of the
Elgin Ambulance Service, were present to go over the revised bi-
laws.  The original bi-laws were revised on March 22, 1999 with Joe
Garlitz, Recorder/Administrator, initialing them on May 13, 1999.

Councilor Stover recommended that a copy of the old and revised bi-
laws be presented so the council could review any changes that were
made for approval.

Carla Hubbard asked the council members if there was going to be
any more scholarships for future EMT's.  Councilor Stover and
Councilor Clark both thought that monies could be made available
for a couple more at the September council meeting.  This will be
put on the September agenda.

Councilor Clark asked Carla and Betty if an ambulance crew member
would start coming to the council meetings on a regular basis. 
Maybe they could take a turns.  They both agreed that that could be
arranged.

Carla and Betty informed the council that the crew has been having
personnel problems with one EMT.  The council went into discussion
and decided to look further into the allegations.

Mayor Berta Churchill moved to adjourn, with Councilor Braughton as
second.  The vote was unanimous for approval, motion carried.
