                COUNCIL MINUTES FOR JUNE 22, 1999

Call to Order
A special meeting of the Council was called to order at 7 PM by Mayor Berta
Churchill.

Good of the Order
     Resolution 1062 making appropriations and levying taxes for budget year
1999/2000:Councilor McMullen moved to approve Resolution 1062 as presented,
with Councilor Braughton as second.  The vote was unanimous for approval,
motion carried.
     Resolution 1063 closing city hall construction fund:   Councilor Clark moved
to approve Resolution 1063 as presented, with Councilor McMullen as second.  The
vote was unanimous for approval, motion carried.  
     Resolution 1064 approving the assignment of Cycle Oregon payments to
Elgin EDGE:    Councilor McMullen moved to approve Resolution 1064 as
presented, with Councilor Estes as second.  The vote was unanimous for approval,
motion carried.  
     A letter from R Group Design indicating the Cityþs portion of the alley
paving behind the new bank is $1,470.00.  At the previous meeting the Council
approve sharing the cost of paving the alley 50% with Community Bank up to
$1,000.  After discussion of the matter, Councilor Braughton moved to approve the
City sharing 50% of the cost of improving the alley, with Councilor McElravy as
second.  The vote was unanimous for approval, motion carried.  
     Idaho Northern Pacific RR crossing repair proposal:    A representative of
INPRR has offered to install a double rail to þprotectþ the travel rail at
Baltimore.  The City is then to remove the planking, and pave the area inside the
double rail at its expense.  They stated that they had no plans to repair any of
the other crossings.
     Mr. Garlitz has sent a letter with photos of the crossings, to ODOT Rail
Division in Salem, explaining the situation and requesting ODOTþs assistance in
getting the crossings properly repaired.  During discussion, it was noted that
the Oregon Administrative Rules clearly require the railroad company to maintain
the area between the rails and 2 feet along the outside of the rails.  The matter
was tabled, pending a response from the ODOT Rail Division.
     Councilor McMullen moved to adjourn, with Councilor Estes as second.  The
vote was unanimous for approval, motion carried.
