RESOLUTION 1075

A RESOLUTION CREATING A LOCAL IMPROVEMENT DISTRICT
FOR A PORTION OF NORTH 13th AVENUE

WHEREAS,  North 13th Avenue, north of Hartford, serves a defacto subdivision; 
and,
WHEREAS, This portion of 13th Avenue has not been constructed to a standard allowing it to be
incorporated into the City street system; 

NOW THEREFORE BE IT RESOLVED, that:
               1) There is hereby created North 13th-2000 Improvement District, for the purpose
     of constructing/re-constructing North 13th Avenue in accordance with the specifications
     of the City, chip sealing the street to a width of 22 feet and installing a manhole necessary
     to service the sewer main in North 13th Avenue.
               2) The District is defined to be inclusive of all tax lots that adjoin North 13th
     Avenue from the north line of Hartford Street northward approximately 500 feet to the
     Elgin City limits.  A list of all tax lots and owners of record, included within the District, is
     contained in the report attached hereto.
               3) The cost of the improvements is to be assessed to the properties in the defined
     district specifically benefitted thereby, on the basis of frontage of the properties on North
     13th Avenue as described above.
               4) A Public Hearing before the City Council on the formation of the said
     improvement district shall be held at the regular Council meeting on April 11, 2000 at 7:20
     at City Hall, 180 N 8th.
               5) The City Recorder is hereby directed to deposit in the mail, not less than ten
     (10) days prior to the hearing, a notice of the hearing containing the information required
     by the City ordinances and addressed to the owner of record of each lot to be assessed in
     the improvement district.
