CITY OF ELGIN, OREGON
RESOLUTION 1074

A RESOLUTION CREATING A LOCAL IMPROVEMENT DISTRICT
FOR SOUTH 11th AND 12th AVENUES

WHEREAS, The Union County Road Department will provide material, equipment and personnel
to chip seal City streets at cost; 
and, 
WHEREAS, The Elgin Public Works Department has prepared South 11th Avenue and a portion
of South 12th Avenue for a chip-seal surface;

NOW THEREFORE BE IT RESOLVED, that:
               1) There is hereby created South 11th/12th-2000 Improvement District, for the
     purpose of constructing a chip-sealed surface on South 11th and 12th Avenues in
     accordance with the specifications of the City and by the Union County Road Department.
               2) The District is defined to be inclusive of all tax lots that adjoin South 11th
     Avenue from the north line of Cedar Street northward to the south line of Division Street
     and South 12th Avenue from the north line of Cedar Street northward to the south line of
     Birch Street. A list of all tax lots and owners of record, included within the District, is
     contained in the report attached hereto.
               3) The cost of the improvement is to be assessed to the properties in the defined
     district specifically benefitted thereby, on the basis of frontage of the properties on South
     11th and 12th Avenues as described above.
               4) A Public Hearing before the City Council on the formation of the said
     improvement district shall be held at the regular Council meeting on April 11, 2000 at 7:17
     at City Hall, 180 N 8th.
               5) The City Recorder is hereby directed to deposit in the mail, not less than ten
     (10) days prior to the hearing, a notice of the hearing containing the information required
     by the City ordinances and addressed to the owner of record of each lot to be assessed in
     the improvement district.
