CITY OF ELGIN, OREGON
RESOLUTION 1007 (1996)
A RESOLUTION DECLARING AN EXEMPTION FROM PUBLIC BIDDING FOR
CONSTRUCTION OF LANDSCAPING AND LAWN SPRINKLERS FOR THE CITY HALL
WHEREAS, Ordinance No. 4, series 1982 establishes the City Council as the Local
Contract Review Board, and;
WHEREAS, The said Ordinance provides for an exemption to the requirement for
public bids upon finding that:
(a) It is unlikely that such an exemption will encourage favoritism in
awarding the contract or substantially diminish competition for the public
contract, and;
(b) The awarding of the public contracts pursuant to the exemption will
result is a substantial cost savings to the City, and;
WHEREAS, The contract for services requested is less than $10,000, and;
WHEREAS, There is a limited number of local contractors that can complete this
project, and;
WHEREAS, The public bid process will add undue expense to the City, in
requiring the City to prepare full specifications for construction and in adding
unwarranted time to complete the project;
NOW THEREFORE BE IT RESOLVED, The City Council acting as the Local Contract
Review Board exempts from the public bid process, the purchase of construction
of landscaping and lawn sprinklers for the new City Hall.
