RESOLUTION 1006 (1996)
A RESOLUTION CREATING A LOCAL IMPROVEMENT DISTRICT
FOR ALDER STREET
WHEREAS, The Union County Public Works Department will provide material,
equipment and personnel to chip-seal City streets at cost, and;
WHEREAS, The City Public Works Department has properly prepared Alder
Street for a chip-seal surface, and;
WHEREAS, The City Council has determined that an improvement district is
beneficial to the property owners and the City.
NOW THEREFORE BE IT RESOLVED, that:
1) There is hereby created Alder Street Improvement District, 1996, for
the purpose of constructing a chip-sealed surface on Alder Street in
accordance with the specifications of the City, by the Union County Public
Works Department.
2) The District is defined to be inclusive of all tax lots that adjoin Alder
Street from the West line of 19th Avenue to the East line of 20th Avenue. A
list of all tax lots and owners of record included within the District is
contained in the report prepared for the purpose of this improvement district.
3) The portion of the cost of the improvement assessed to the property
owners, is to be assessed to the properties in the defined district specifically
benefitted thereby, on the basis of frontage of the properties on Alder Street.
4) A Hearing before the City Council on the said improvement district
shall be held at the regular Council meeting on May 14, 1996 at 7:40 in the
Elgin Community Center.
5) The City Recorder is hereby directed to deposit in the mail, not less
than ten (10) days prior to the hearing, a notice of the hearing containing the
information required by the City ordinances and addressed to the owner of
record of each lot to be assessed in the improvement district.

follows:

The Improvement District is to improve Alder Street from 19th Ave. to 20th
Ave. by chip-sealing the surface with three courses of chip rock. The Union
County Public Works Department will do the improvements at cost. The
estimated, cost based on last years work, is $3.54 per frontage foot. It is
proposed to assess the properties specifically benefitted at the rate of $2.60
per frontage foot. The City of Elgin will pay all additional costs of the
improvements. The total estimated cost for 480 feet is $3,400. The total
amount assessed to property owners is $2,184.
